Secret Police Contest Entry

My contest entry for s contest. I think I spent over 24 hours working on this, and I also learned that SAI has a layer limit (I think its 256 or something like that). The song I decided to use for my picture was secret police. I thought it would be fitting, and I also chose it since there were a lot of characters in it. This was a lot of fun to make, but also challenging. I think my biggest problem was underestimating the time this would take to finish this
